Curly Cuber question?

The news articles are not clear - is the EU merely dropping the restrictions on sale while retaining the standards; or are we reverting to the situation before EU standardisation, where each country had its own set of standards for different fruit and vegetables? (Causing all sorts of problems for importers and exporters)
