Would good GRE score, recommendations and extra-curricular activities overshadow bad grades?

Would a good GRE score, great recommendations and extra-curricular activities nullify bad grades in engineering when I want to seek admissions in US universities (for graduate program)? Financing is not a problem either. I'm just calculating my odds of safely getting out of this rut called VTU.
