Are Republicans over-interpreting and over-hyping the "not technically in a recession" line?

No, I think the term "recession" is being over used and abused by many. Things are stagnant but a recession is an actual reduction in GDP for two straight quarters and we haven't had that for one quarter yet. we will have to see how the second quarter numbers look..
